నిన్న ఖమ్మం s.p గారి పేరిట ఒక పత్రికా ప్రకటన వెలువడింది . దాని సారాంశం ఏమిటంటే కొంత మంది గో సంరక్షకులు ,హిందూ సంస్తలు గో వద నిషేధం పేరుతొ పశువులను వద్య శాలకు తరలించే వాహనాలను అడ్డుకుంటున్నారని ,ఎద్దులను వదించడానికి తరలించడం పై ఎటువంటి నిషేధం లేదని కావున అటువంటి వాహనాలను అడ్డుకుంటే చర్యలు తీసుకోవడం జరుగుతుందని తెలియ చేసారు .
పై ప్రకటన సారంశం ఎద్దులను తరలించే లారీలు ఆపవద్దు అని చెప్పడం తప్పా , గోవులను తరలించే లారీలు అపవద్దని ఎక్కడా అనలేదు . ఎమ్డుకంటే ఆవులను కబెలా లకు తరలించడం చట్టపరంగా కాగ్నిజబుల్ అపెన్స్ . దినిని అరి కట్టాల్సిన బాద్యత ప్రతి పౌరుడి పై ఉంది . అంటే కాదు , తమ ముందు ఏదైనా కాగ్నిజబుల్ నేరం జరుగుతుంటే ,నేరస్తులను అరెస్ట్ చేసి దగ్గరలోని పోలిస్ స్టేషన్ కి అప్పచెప్పే అధికారం కూడా ప్రతి పౌరుడికి ఉంది . భారత రాజ్యాంగం ప్రకారం ప్రతి పౌరుడు ఒక పొలిసే అన్నది మరువ రాదు . ఇదే విషయం నిన్న నేలకొండపల్లి లో స్వయంగా ఖమ్మం S.P గారు మద్య పాన నిషేద పోరాట సమితి గురించి ప్రస్తావిస్తూ చెప్పినట్లు పేపర్లో వార్తలు వచ్చాయి . కాబట్టి గోవులను కబెలాలకు తరలించే వాహనాలను అడ్డుకునే అధికారం బాద్యత ప్రతి భారతీయ పౌరుడు మిద ఉంది . అలా చేసిన వారు చట్టాని రక్షించిన వారే కాదు హిందూ ధర్మాన్ని రక్షించిన వారూ అవుతారు .

THE A.P. PROHIBITION OF COW SLAUGHTER AND
ANIMAL PRESERVATION ACT NO.II OF 1977
An Act to provide for
the prohibition of the slaughter of Cows, Calves of Cows and Calves
of She-Buffaloes and for preservation of certain other Animals
suitable for Milch, Breeding, Draught of Agricultural purposes in
the State of Andhra Pradesh and for matters connected therewith.
BE it enacted by the Legislature of the State of Andhra Pradesh in the Twenty-Eight Year of the Republic of India as follows:-
(2) It extends to the whole of the State of Andhra Pradesh.,
(3) It shall be deemed to have come into force on the 19th December, 1976.
(ii) "Competent Authority' means a person or a body of persons appointed under Section-4 to perform the functions of a competent authority under this Act.
(iii) "Cow" includes a heifer, or a calf, whether male or female, of a cow.
(iv) "Government" means the State Government.
(v) "Notification" means a notification published in the Andhra Pradesh Gazette and the words notified" shall be construed accordingly.
(vi) "Prescribed" means prescribed by rules made under this Act.
4. The
Government may, by notification, appoint a person or a body or
persons to perform the functions of a competent authority under this
Act for such local area as may be specified in such notification.
5.
Notwithstanding anything in any other law for the time being in
force or any custom, or usage to the centrary, no person shall
slaughter or cause to be Slaughtered, or offer or cause to be
offered for slaughter or otherwise intentionally kill or offer or
cause to be offered for killing, any cow or calf, whether male or
female, of a she-buffaloe.
(6)1.
Notwithstanding anything in any other law for the time being in
force or any custom or usage to the contrary, no person shall
slaughter or cause to be slaughtered or offer or cause to be offered
for slaughter any animal other than a calf, whether male or female,
of a she-buffaloe, unless he has obtained in respect of such animal
a certificate in writing from the competent authority appointed for
the area that the animal is fit for slaughter.
(2) No
certificate shall be granted under sub-section( 1) if in the opinion
of the competent authority the animal is or is likely to become
economical for the purpose of:
(a) Breeding, or
(b) Draught or any kind of Agricultural operations: or
(c) Giving milk or bearing off-spring:
